Three-Dimensional Expansion of Recruiting Talents in the New Deal for Talents in Non-First-Tier Cities——on Talent Policies of Five Cities in Northern Jiangsu Province
The reason why the current talent policy in non-first-tier cities can be called the new deal for tal-ents lies in that it defines the talent inclusively and increases the attraction for university graduates,it shows the characteristics of diversification and monetization in the incentive method,and the policy is advancing in multiple directions of attracting talents,educating talents,retaining talents,and using talents.In the new deal for talents,there is a situation of three-dimensional expansion concerning the recruit of talents.In the dimension of the level of tal-ents,the high-level talents are required as the basis,with the international top talents and high-skill talents as the two ends being extended;in the dimension of the category of talents,the talents with the ability of innovation and en-trepreneurship are required as the basis,with the ordinary employed talents and rehired talents after retirement being covered;and in the dimension of the territory of talents,the talents with full-time work in the locality are required as the basis,with the regional industrial talents and offshore enclave talents being expanded.As can be seen in the situation of the five cities in northern Jiangsu province,the current new deal for talents in non-first-tier cities is made not only to deal with the challenge of a new round of"talent competition",but also to adapt to the adjustment of regional industries and reverse the situation of urban population outflow.To this end,in order to better realize the three-dimensional expansion of recruiting talents in the new deal,it is necessary to improve the scientific nature of the policy content,enhance the authority of the policy publicity,and strengthen the convenience of policy implemen-tation.
