The problem of cadres"lying flat"is a severe challenge in the construction of a high-quality cadre team in the new era.The characteristics of"lying flat"cadres are manifested as follows:they don't want to achieve something with spiritual laziness;they are unable to achieve something with greed for virtual work;they dare not to achieve anything for the utter protection of their own safety;and they only muddle along without fighting spirit.Vie-wing from the root of these problems,firstly,they don't have enough political self-cultivation and the concept of"people first"is weakened;secondly,their undertaking capability is not strong and they can not advance with the times to improve their ability in work;thirdly,there exist constraints in the ecological environment of doing work,which affect the cadres'enterprising passion for achievements;fourthly,the incentive measures are inefficient,which can't provide effective institutional stimulation.Fifthly,the supervision and accountability system is not complete,and the room for error tolerance and correction is relatively small.To encourage the cadres really"stand up"and do their work with fearless courage and undertaking spirit,it is necessary to adhere to the systematic thinking in govern-ance,treat both symptoms and root causes,and build a governance system that includes both prevention in the source and simultaneous correction &construction.
