The Theoretical Basis and Policy Effect of the Government's Price Limit on Non-Profit Private Schools
At present,the problem of high charges and arbitrary charges in private primary and secondary schools in China becomes more and more serious.In some areas,the policy of limiting the fees of non-profit private schools has been issued aiming at this problem.Based on the public interest regulation theory,the limit on non-profit private schools charging high fees has the positive influence:it is helpful to reduce the parents'educational burden and relieve the parents'educational anxiety;it will urge the returning of private education to its"public property"and avoid the private schools to become the tool for capital profit;and it will promote the equitable access to high quality education.But on the other hand,if the price limit on non-profit private schools is too low,the en-thusiasm of social forces in running school will be dampened,thus the supply of private education may be reduced,the quality of private education may be decreased,and the characteristics of private schools may be weakened.Therefore,the price limit of non-profit private schools should be carefully decided with tracking management;it is necessary to respect the reasonable interests of private schools and limit the prices appropriately;we should imple-ment the Enforcement Regulations of the Law on the Promotion of Private Education;and we should increase the in-vestment in education,promote the balanced development of education,and promote the equity in education.
