The Practice of People-Centered Rule of Law in The Civil Code
In 2020,the CPC central committee's conference on comprehensively promoting law-based govern-ance clearly put forward"Xi Jinping Thought on the Rule of Law".A people-centered approach is one of the core elements of Xi Jinping Thought of the Rule of Law,and its fundamental purpose is to protect the rights and interests of the people in accordance with the law.The Civil Code is the first law named"Code"since the founding of New China,and its important mission is to protect the rights and interests of the people,known as"the declaration of people's rights in the new era".The Civil Code's codification relies on the people,and opens its door to enact leg-islation,which demonstrates its people-centered principle;the legislative thought and institutional arrangement of The Civil Code highlights its people-centered principle;and the specific system design of The Civil Code interprets its people-centered principle.People-centered rule of law is not only the guiding principle of the legislation of The Civil Code,but also the guiding principle of the implementation of The Civil Code.
