"Formalism at the fingertips"is a new variant of formalism.At present,"formalism on the finger-tips"mainly have five characteristics,such as utilitarianism,surface layer,repetition,complexity,and involution."Formalism on the fingertips"has a deep internal logic and the root causes,which may be analyzed structurally in five levels:culture,ideology,system,technology,and governance.Preventing and controlling the"formalism at the fingertips"will be conducive to the following aspects:promoting the implementation of the policies of the party and state with high efficiency and quality,better giving play to the function of the government for improving the govern-ance and service level,effectively improving the satisfaction and happiness of the people,and promoting the integrat-ed development of information technology and social governance.To rectify the"formalism on the fingertips"and improve the effectiveness of social governance,comprehensive measures should be taken to address both symptoms and root causes.Firstly,strengthen the overall planning and avoid the blind construction;secondly,improve the digit-al system and unify data standards;thirdly,eliminate departmental selfishness and promote information sharing;fourthly,promote the targeted governance and reduce the burden on the grassroots;and fifthly,improve the assess-ment system and strengthen the discipline and accountability.
