In modern times,Western researchers traveled to China for various research purposes.During the New Policy pe-riod of the late Qing Dynasty,three scholars conducted investigations along the Silk Road,focusing on political,economic,mili-tary,and social issues.Their observations provided an outsider's perspective on the social issues in Northwest China and the im-plementation of the New Policy.Setting aside the unequal and unfair context of China's foreign relations during that period,the scholars'incisive evaluations offer valuable insights into the region's social conditions and policy implementation.These evalua-tions not only enhance our understanding of Northwest China during that era but also underscore the importance of considering global perceptions alongside our own perspectives.
