新旧动能转换背景下山东省海洋强省建设指标体系构建及对比研究
Construction and Comparative Study of Index System for Shandong Province's Marine Powerhouse Building under the Background of Conversion of New and Old Kinetic Energy

海洋是高质量发展战略要地,沿海地区是具有战略治理能力的活跃单元.山东省作为北部经济圈的核心省份,是全国首批海洋经济发展试点省份,承载国家级新旧动能转换试验区功能.从新旧动能转换的政策和内涵入手,从海洋经济综合实力、海洋科技创新能力、海洋可持续发展能力、海洋综合治理能力、海洋开放带动能力等5个方面构建海洋强省指标体系,根据专家设定权重计算11个沿海地区2011-2020年得分,得到山东省海洋强省指标体系排名并基于排名进行分析,最后提出山东省加快新旧动能转换推动海洋强省的4点建议:一是引领新旧动能转换,构建现代海洋产业体系;二是做好统筹协调,引领区域海洋经济发展;三是开放协同高效,建立海洋科技创新体系;四是强化全球资源配置能力,提升全球海洋治理的影响力和话语权.
Abstract
The ocean is a strategic area for high-quality development,and coastal regions are active units with strategic governance capabilities.Shandong Province,as the core province of the northern economic circle,is one of the first pilot provinces in the country for the development of the marine economy.It carries the functions of a national-level pilot zone for transitioning between old and new growth drivers.This article starts from the policy and connotation of the transformation of new and old driving forces,and constructs an indicator system for Shandong province as a marine powerhouse from five aspects:comprehensive strength of the marine economy,innovation ability of marine science and technology,sustainable development ability of the marine industry,comprehensive management ability of the marine industry,and driving ability of marine opening.According to the weights set by experts,the scores of 11 coastal regions from 2011 to 2020 are calculated.This calculation determines the ranking of Shandong Province in indictor system for becoming a marine powerhouse,and an analysis is conducted based on the ranking.Finally,four suggestions are proposed to accelerate the transformation of new and old kinetic energy in Shandong Province and promote its development as a marine powerhouse:first,lead the transformation of new and old kinetic energy and build a modern marine industry system;Second,make overall coordination and lead the development of regional marine economy;Third,promote openness,collaboration,and efficiency by establishing a marine scientific and technological innovation system;Fourth,strengthen the capacity for global resource allocation to enhance the influence and voice in global marine governance.
