摘要
"五级三类"国土空间规划体系已基本建立,在实施全域、全要素国土空间用途管控制度的背景下,规划管制范围覆盖了广大农村和非建设区,也包括了海洋空间.探索编制海洋空间详细规划,是建立陆海统筹、多规合一的国土空间规划体系的需要.通过借鉴对控制性详细规划的编制方法,结合海洋主体功能区规划、海洋功能区划、海岛保护规划等原有的海洋空间规划的编制经验,融合不同类型空间规划的管控要求,对围填海区域、陆海一体化区域和可利用无居民海岛等海洋空间详细规划编制方法进行初步探索.
Abstract
The"five-level and three-category"territorial spatial planning system has been basically established.Under the background of implementing the all-region and all-factor land space use control system,the scope of planning control covers the vast number of rural and non-construction areas,also includes marine space.Exploring the preparation of detailed marine spatial planning is essential for establishing an integrated territorial spatial planning system that coordinates land and sea and integrates multiple regulations.Based on the reference of the methods of detailed planning for control,this study combines the experience of the preparation of the original marine spatial planning such as marine main functional area planning,marine functional zoning,and island protection planning,and integrates the management and control requirements of different types of spatial planning,and conducts preliminary exploration of the detailed planning methods of marine space such as enclosed reclaimed areas,land-sea integrated areas and usable uninhabited offshore islands.
