中国海洋战略科技力量发展现状及强化策略研究

摘要
海洋是国家战略必争领域,国家海洋战略科技力量在海洋强国建设、国家海洋安全、国际海洋竞争等关键领域起决定性作用.运用比较考察的方法,在从使命任务、主体构成和功能形态3个维度切入描述了新时代我国海洋战略科技力量发展现状的基础上,反思我国海洋战略科技力量体系化的样态,阐述海洋科技创新面临的新形势、新任务、新挑战,分析大国博弈背景下强化海洋战略科技力量体系化的机遇与挑战,指出加快海洋强国建设迫切需要强化海洋战略科技力量支撑,提出了新时代我国接轨世界、适应国情、促进发展的海洋战略科技力量建设策略,为加快海洋强国建设提供强有力的技术支撑和决策参考.
Abstract
The ocean is a key area of national strategic contention,and national marine strategic science and technology forces plays a decisive role in key areas such as the construction of a maritime power,national maritime security,and international maritime competition.Using the method of comparative investigation,this paper describes the development status of marine strategic scientific and technological strength in the new era from the three dimensions of mission,subject composition and functional form,reflects on the pattern of the systematization of marine strategic science and technology forces in China,expounds the new situation,tasks,and challenges facing marine science and technology innovation,analyzes the opportunities and challenges of strengthening the systematization of marine strategic science and technology forces in the context of major power competition,points out that it is urgent to strengthen the support of marine strategic science and technology forces to accelerate the construction of maritime power,and puts forward the construction strategy of marine strategic science and technology forces in new era,which aims to integrate with the world,adapt to national conditions,and promote the development,so as to provide strong technical support and decision-making references for accelerating the construction of a maritime power.
