摘要
我国正处于加快海洋产业高质量发展、建设海洋强国关键时期.新发展格局下海洋产业高质量发展需要加快海洋科技攻关实现科技自立自强、增强海洋供应链韧性掌握发展自主权、提升产业附加值实现海洋产业结构升级.这就要求从全力以赴攻坚克难提高自主创新能力、优化产业链布局提升供应链韧性、加快发展数字经济深度融合海洋产业、推进高水平对外开放提高国际经济话语权、完善涉海要素保障强化蓄势赋能支撑等5个方面着手,有效解决产业链供应链关键环节缺失、自主研发设计能力有待提高、用工难与高端人才不足并存、综合成本上涨、生产性服务业配套不完善等五大问题,从而加快推动海洋产业高质量发展.
Abstract
China is in a critical period of accelerating the high-quality development of marine industry and building a strong marine country.Under the new development paradigm,the high-quality development of marine industry needs to accelerate marine scientific and technological breakthroughs to realize scientific and technological self-reliance,enhance the resilience of the marine supply chain to grasp the autonomy of development,and increase the added value of the industry to realize the structural upgrading of the marine industry.This requires five key areas of focus:making every effort to overcome the difficulties and improve the independent innovation ability,optimizing the layout of the industrial chain to enhance the toughness of the supply chain,accelerating the development of the digital economy and the deep integration of the marine industry,promoting the high-level opening up to improve the international economic discourse,and improving the protection of maritime elements to strengthen the momentum of the empowerment of the support.By effectively addressing the five major issues of the lack of key links in the industrial and supply chains,the independent R&D and design capacity needs to be improved,the difficulty in employing labor and the lack of high-end talents,the rise in comprehensive costs,and the imperfect supporting facilities in productive service industries,this will accelerate the high-quality development of marine industry.
