摘要
海洋生产总值是衡量一个国家或地区海洋经济发展水平的核心指标.市级海洋生产总值核算是各沿海省海洋经济运行监测与评估的重要内容.通过系统梳理了山东省市级海洋生产总值核算工作机制、实施流程,重点归纳了基于经济普查资料的海洋经济增加值测算方法,从技术层面和管理角度总结了山东省市级核算的实践经验,并对如何进一步完善市级海洋生产总值核算体系进行了探讨.
Abstract
Gross Ocean Product(GOP)is one of the key indicators for measuring the level of marine economic development in a country or region.GOP accounting at municipal level is an important part of marine economic monitoring and evaluation in coastal provinces.This paper systematically introduces the working mechanism and implementation process of GOP accounting at municipal level in Shandong Province,especially focuses on summarizing the calculation method for the added value of the marine economy based on economic census data,then summarizes the practical experience of municipal accounting in Shandong Province from the aspects of technique and management,and finally makes further discussion on how to improve the municipal GOP accounting system.
