海洋城市建设经验与启示——以挪威奥斯陆为例

摘要
海洋城市建设是我国推进海洋经济高质量发展,促进先进沿海城市发挥区域支撑和辐射作用的重要措施,也是进一步提升我国全球海洋治理能力的关键举措.挪威首府奥斯陆是全球先进现代海洋城市的建设典范,拥有高水平的海洋产业集群和涉海金融服务能力,对于我国推进现代海洋城市建设具有重要借鉴意义.通过梳理奥斯陆海洋渔业、海洋交通运输业、海洋船舶工业、海事服务业和海洋旅游业的最新产业数据及优势地方企业,总结了其打造先进海洋城市的4个特色优势,并列举了3个典型案例作为参考,提出了推进"港产城文"融合发展、搭建涉海多元产业联络平台、创建智慧城市管理体系、构建城市层面伙伴关系,以及打造海洋城市品牌名片5项建议,为国外海洋经济产业发展研究提供了最新的权威经济数据,也为我国沿海地区在现代海洋城市建设上提供了方向参考和切实路径.
Abstract
The construction of marine cities is an important measure for China to promote high-quality development of marine economy and facilitate coastal cities in playing a regional support and radiation role.It is also a key path to further enhance China's global marine governance capabilities.The Norway capital,Oslo,is a model for the construction of advanced modern marine cities worldwide,with its high-level marine industry cluster and maritime financial service capabilities,which are of significance reference value for promoting the construction of modern marine cities in China.By reviewing the latest industry data and the situation of local enterprises from Oslo's marine industry,including marine fishery,marine transportation,marine shipbuilding,marineservices,and marine tourism,this article summarizes four distinctive advantages in building an advanced marine city and lists three typical cases as references.Base on this,this article proposes five suggestions for promoting the integrated development of"port-industry-city culture",building a diverse industry liaison platform related to the sea,creating a smart city management system,building urban level partnerships,and creating a brand identity for marine cities.Findings from this article,on the one hand,provide the latest authoritative data for research on the development of foreign marine economic industries.On the other hand,they offer directional references and practical paths for the construction of modern marine cities in Chinese coastal provinces and cities.
