"双循环"视角下的中国海洋经济发展格局研究

摘要
以新发展格局为理论指导,构建"双循环"视角下海洋经济发展水平评价体系,运用熵值法测度2006-2018年沿海地区海洋经济发展水平,运用基尼系数、泰尔指数和ER指数等方法测算差异与极化程度,最后借助障碍度模型分析各地的障碍因素.结论如下:①我国整体和沿海地区海洋经济发展水平提升显著,研究期初以较低和中等水平区为主,较高水平区仅有一个(广东);研究期末已无低水平地区,较高和高水平区已分别增至两个和四个.②分维度海洋经济发展水平整体有所提升,流通环节中个别地区出现下降,其余维度中所有沿海地区均呈上升态势.③山东、浙江、广东等海洋经济发展基础优越地区增速也位居前列,使沿海地区间差距逐渐拉大,导致海洋经济发展差异与极化程度有所增强.分区域而言,北部和南部海洋经济区内部差异是我国海洋经济发展差异的主要来源;中部海洋经济区差异较小,呈高水平均衡.④沿海地区海洋经济发展的主要障碍因素集中于生产环节,多地在资源环境承载力和科技创新方面领域不佳.加快科技创新赋能和推动海洋产业优化升级是助力沿海地区海洋经济发展的关键.
Abstract
With the new development paradigm as the theoretical guidance this paper constructs an evaluation system for the development level of marine economy from the perspective of"dual circulation",uses the entropy method to measure the development level of marine economy in coastal areas from 2006 to 2018,employs Gini coefficient,Thiel index,and ER index to measure the difference and polarization degree,and finally analyzes the obstacles in various places with the help of obstacle degree model.The conclusions are as follows:(1)The level of marine economic development in China's overall and coastal areas has improved significantly.At the beginning of the study period,the lower and medium level areas are dominant,and there is only one higher level area(Guangdong);At the end of the study period,there were no low-level areas,and the higher-level and high-level areas had increased to two and four,respectively.(2)The overall development level of marine economy has improved across different dimensions,with some areas experiencing a decline in the circulation link,while all coastal areas in other dimensions are showing an upward trend.(3)Shandong,Zhejiang,Guangdong and other regions with superior marine economic development foundation are also in the forefront of growth,which gradually widens the gap between coastal areas,resulting in increased differences and polarization in marine economic development.In terms of regional divisions,the differences within the northern and southern marine economic zones are the main sources of differences in the development of China's marine economy.The central marine economic zone shows less variation and maintains a high-level of balance.(4)The main obstacles to the development of the marine economy in coastal areas are concentrated in the production process,and many places have not performed well in the fields of resource and environmental carrying capacity and scientific and technological innovation.Accelerating scientific and technological innovation and promoting the optimization and upgrading of marine industries are key to helping the development of marine economy in coastal areas.
