海洋命运共同体视域下我国海洋管理体制优化路径的探索

摘要
随着海洋强国战略的实施与海洋命运共同体概念的提出,我国的海洋管理体制需要跟上时代的步伐,构建高效的海洋管理体制,解放和发展海洋生产力是发展我国海洋事业的关键任务.通过对我国海洋管理体制的演变和现状的解读,分析了我国海洋管理体制演变的思路和现状中存在的利弊,并提出了从加强顶层设计、理顺各机构之间的职能关系、通过立法加以保障的路径来对我国海洋管理体制进行优化的建议.
Abstract
Along with the implementation of the strategy of Marine power and the introduction of the concept of Marine destiny community,it is imperative for the Marine management system needs to keep pace with the times.Constructing an efficient Marine management system and liberating and developing Marine productivity are key tasks for the development of our Marine undertakings.This article,through an interpretation of the evolution and current situation of ocean management system of our country,analyzes the approach to the evolution of the system and the advantages and disadvantages of the current situation,,and puts forward suggestions for optimizing China's maritime governance system,including strengthening top-level design,streamlining the functional relationships between various institutions,and ensuring legislative support.
