省级海岸带规划实施评估指标体系研究

摘要
海岸带规划实施评估可为规划实施监督考核和动态调整提供依据,构建指标体系是开展评估工作的前提.通过借鉴市级国土空间规划现状评估及城市体检评估相关思路方法,分析了《省级海岸带综合保护与利用规划编制指南(试行)》重点关注领域和具体要求,在充分衔接规划指标基础上提出创新指标,形成海岸带规划实施评估指标体系,完成指标赋值与权重计算,最终建立了省级海岸带规划实施评估模型.
Abstract
The Implementation evaluation of coastal zone planning can provide a basis for the supervision and assessment and dynamic adjustment of planning implementation,and the establishment of an index system is a prerequisite for conducting evaluation work.By referencing and drawing on the relevant ideas and methods of municipal territorial spatial planning current assessment and urban physical examination assessment,this paper analyzes the key areas and specific requirements of The Guidelines for Provincial Coastal Zone Comprehensive Protection and Utilization Planning(Trial),proposes innovative indicators on the basis of fully linking the planning indicators,forms the evaluation index system for the implementation of coastal zone planning,finishes the index assignment and weight calculation,and ultimately establishes a provincial coastal zone planning implementation evaluation model.
