Research on Spatial-temporal Evolution of China's Marine Economic Efficiency under Carbon Emission Constraints
Based on the global SBM model considering unexpected output,this paper measures the marine economic efficiency under the carbon emission constraints of 11 coastal areas in China from 2006 to 2019,and analyzes the space-time evolution of efficiency.The research results show that:(1)From the time dimension,China's marine economic efficiency under carbon emission constraints showed a"U-shaped"trend in 2006-2019,entered a period of rapid growth after 2016,and reached the highest level in 2019 over the 14-year span;(2)From the spatial dimension,the development of efficiency among regions is extremely uneven,showing an overall distribution characteristics of"high in the south and low in the north".Southern regions like Guangdong,Shanghai,and Jiangsu are in the highest efficiency echelon,while the northern regions are mostly in the middle and low efficiency echelon;(3)During the 13th Five Year Plan period,China's marine economy has entered a period of rapid transformation from the"extensive"model of high input of labor,capital,energy,and other factors,along with excessive carbon dioxide emissions,to the"intensive conservation"model.Finally,combined with the actual development of China,the paper puts forward the enlightenment of improving the marine economic efficiency under the constraint of carbon emissions in China.
