摘要
作为隔海相望的邻邦,中马两国1974年建交后以海洋科技合作为切入点,由浅入深、由点到面,在科技、经济、安全、文化等领域开展全方位海洋合作,有效促进了区域海洋合作进程,为地区海洋和平、稳定作出积极贡献.百年未有之大变局下,通过梳理中马50年来的海洋合作发展与现状,分析了两国开展海洋领域务实合作面临的挑战与机遇.得出结论,中国与马来西亚在推动海洋合作过程中虽然面对海洋权益争端和大国战略竞争等因素影响,但在促进经济复苏与应对非传统安全问题的需求驱动下,海洋合作仍将成为两国深化双边关系、开展高水平务实合作、携手应对全球问题挑战的重要路径.展望未来,中马两国可在海上通道安全、海洋环境保护、海洋生物多样性养护与可持续利用、海洋领域应对气候变化、海洋经济等方面继续推进高水平务实合作.通过中马两国海洋合作,带动地区合作进程,推动中国与东盟共筑海洋命运共同体,共同将南海打造为和平、友谊、合作之海.
Abstract
As neighboring countries across the sea,since established diplomatic relations in 1974,China and Malaysia have cooperated from marine science and technology to economy,security,culture,which from shallow to deep and point to surface,gradually covering all areas of marine cooperation,effectively promoting the process of regional maritime cooperation and making positive contributions to regional maritime peace and stability.Nowadays profound changes unseen in a century,this paper reviews development and current situation of maritime cooperation between China and Malaysia over the past 50 years,and analyzes the challenges and opportunities in practical cooperation of maritime areas.In conclusion,this paper believes that although influenced by factors including maritime rights disputes and strategic competition among major powers,driven by the need to promote economic recovery and address non-traditional security issues,marine cooperation will always be an important path for the two countries to deepen bilateral relations,carrying out high-level practical cooperation,and working together to address global issues and challenges.Looking forward,China and Malaysia can continue to promote high-level practical cooperation in areas including maritime channel safety,marine environmental protection,conservation and sustainable use of marine biodiversity,ccean-based solutions to climate change,and marine economy.Based on maritime cooperation between China and Malaysia,we will push the process of regional cooperation,promote the joint construction of a maritime community with a shared future between China and ASEAN,and jointly build the South China Sea into a sea of peace,friendship,and cooperation.
