摘要
粮食安全战略下,发展海洋种业是实现种业振兴的重要内容.面对我国海洋种业"有种无业"的难题,对蓝色种都建设提出了创新性思考.基于产业集群理论从专业化、网络化、集中化、区域化4个方面探讨了蓝色种都建设的核心内涵;结合现有沿海典型特色区域规划经验,构建系统学模型,分析了蓝色种都建设的驱动要素;据此从顶层制度设计、要素市场开发、保障机制构建等角度探究蓝色种都建设的实现路径,以期为夯实蓝色粮仓、守护粮食安全提供基础保障.
Abstract
Under the strategy of food security,the development of marine seed industry is a vital part of realizing the revitalization of seed industry.With the problem of"having seeds but not forming industries"in China's marine seed industry,this paper proposes innovative thought on the construction of blue seed city.Based on the industrial cluster theory,this paper discusses the core connotation of blue seed city construction from four aspects which are specialization,networking,centralization and regionalization.By amalgamating the existing experience of typical coastal characteristic regions planning,this paper constructs a systematic model and analyzes the driving factors of blue seed city construction.Then,this paper explores the implementation path of blue seed city construction from the perspectives of top-level system design,factor market development,and safeguard mechanism construction,aiming to provide fundamental guarantee for consolidating blue granary and safeguarding food security.
