Comprehensive Evaluation Study and Policy Implications on Strong Marine Province in Zhejiang Province
Building a strong marine province is the essential path to achieve the strategic goal of a strong marine state and a Chinese-style modernization process.The evaluation index system of marine strong province is established from five subsystems:marine economic development,marine science and technology innovation,marine openness and cooperation,marine governance capacity,and marine ecological civilization.Taking Zhejiang province as an example,the entropy-TOPSIS method is applied to empirically measure the evaluation index of marine strong province during 2010-2019 and further explore the time evolution characteristics of the evaluation index.The results show that the index of Zhejiang Province's strong marine province has been on the rise from 2010 to 2019,among which the marginal contribution of marine science and technology innovation to the construction of Zhejiang's strong marine province is the largest;the indexes of marine economic development,marine science and technology innovation,and marine openness and cooperation have been relatively stable and increasing during the study period,while the indexes of marine governance capacity and marine ecological civilization have been fluctuating.The study proposes policy inspirations to promote the strategic construction of a strong marine province,strengthen the construction of soft power such as marine governance and marine ecological civilisation,and focus on enhancing the level of domestic and external two-way marine openness.
