Planning Compilation and Implementation for Municipal-level Marine Disaster Prevention and Mitigation Under Territorial Spatial Planning System:A case study of Zhanjiang City
The risk of marine disasters is becoming increasingly prominent in the coastal areas of China.The compilation and implementation of the prevention and mitigation plans are impor-tant means for coastal cities to strengthen the prevention of risks fundamentally and manage marine disaster systematically.This study takes Zhanjiang City as an example.Based on the a-nalysis of the marine disaster risk situation in Zhanjiang,by drawing from advanced experi-ences in marine disaster prevention and mitigation planning,as well as fully integrating the re-sults of the national survey on marine disaster risks,the study explores the compilation strate-gies,key points,and implementation mechanisms of municipal-level marine disaster preven-tion and mitigation planning from the perspective of territorial spatial planning.The study pro-poses a layered,regional,and graded division strategy for marine disaster prevention and miti-gation planning.A planning system composed of 10 major elements,such as marine disaster observation(monitoring),marine disaster warning,and marine disaster mitigation by ecolog-ical measures,is also established.Additionally,it explores implementation suggestions in are-as such as information sharing,management methods,monitoring and evaluation,and multi-participation.
