海洋产业低碳化内涵及路径研究——以江苏省为例

在"双碳"目标下,推动海洋产业向绿色环保方向转型,探索实现海洋产业低碳化,对我国海洋经济高质量发展具有重要的理论和现实意义.海洋产业低碳化是低碳经济在海洋领域的践行,本质呈现"三低两高"的特点,即低能耗、低排放、低污染和高效益、高效率,主要通过减少碳排放和增加碳吸收的双重路径实现.文章以江苏省为例,从问题出发梳理海洋产业低碳化存在的不足,提出海洋产业低碳化路径和对策建议.如加强海洋产业低碳化发展的顶层设计,增加对海洋产业低碳化研究的资金投入,完善海洋产业低碳化相关制度支撑,同时以配套的组合拳政策吸引海洋产业低碳人才等.
Connotation and Path of Low Carbonization of Marine Industry:Jiangsu Province as an Example
Under the goal of"carbon peak"and"carbon neutral",promoting the transition of ma-rine industry to green environment protection and exploring the realization of decarbonization of marine industry are of great theoretical and practical significance for the high-quality development of China's marine economy.The decarbonization of marine industry is the practice of low carbon economy in the marine field,and the essence presents the characteristics of"three lows and two highs",i.e.,low energy consumption,low emission,low pollution and high efficiency and effec-tiveness,which is mainly realized through the dual path of reducing carbon emission and increas-ing carbon absorption.Taking Jiangsu Province as an example,the paper combs through and ana-lyzes the deficiencies of the low-carbonization of the marine industry from the perspective of the problem,and puts forward the path of the low-carbonization of the marine industry and counter-measures and suggestions,such as strengthening the top-level design of the development of low-carbonization of the marine industry,increasing the financial investment in the research of low-carbonization of the marine industry,improving the relevant institutional support for the low-car-bonization of the marine industry,and at the same time,attracting low-carbon talents in the ma-rine industry with the supporting combination of policies,and so on.
