Research on the Modernization Level and Obstacle Factors of China's Marine Industry:Taking Hainan as an Example
The strategy of building a modernized country and"ocean power"has put forward new requirements for the modernization of the marine industry.Based on combing the existing literature,the paper constructs an evaluation system for the level of modernization of the marine industry from the four dimensions of industrial efficiency,scientific and technological innova-tion,industrial structure,and sustainable development;it applies the entropy method and the obstacle degree model,and selects 2011-2020 marine industry time series data to evaluate the level of modernization of the marine industry in Hainan.and identify the industrial obstacle fac-tors.The results show that:(1)the modernization level of Hainan marine industry has been rapidly improved during the study period,and the comprehensive score has increased from 0.233 to 0.777;(2)the modernization level of Hainan marine industry modernization and development related to industrial efficiency,scientific and technological innovation,and industrial structure dimensions have all grown positively during the study period,and the modernization level of sustainable development has slightly retrogressed;(3)Insufficient scientific and technological innovation ability and lack of sustainable development ability are the main obstacles to further enhance the level of modernization of marine industry in Hainan Province,with unreasonable in-dustrial structure as a secondary factor.In order to accelerate the modernization of the marine industry,Hainan Province should further focus on the advantages of resource endowment,con-solidate the industrial foundation,and develop science and technology to revitalize the sea.
