辽宁省蓝色经济高质量发展的陆海空间协同路径研究

摘要
随着区域协调发展战略的进一步推进实施,"陆海统筹"这一概念被明确提出.通过研究陆海空间协同发展之间的关系,分析辽宁省蓝色经济高质量发展的陆海空间协同现状,发现辽宁蓝色经济高质量发展的陆海空间协同存在主体功能规划难以有效匹配海陆总体空间布局、海洋生态环境治理无法匹配海洋经济发展速度、陆海资源配置无法匹配陆海空间开发新格局等问题.为有效推进未来辽宁蓝色经济区建设,有必要从海陆总体空间布局、海洋生态环境治理,以及海陆空间开发等方面提高陆海空间发展的协同性,为辽宁蓝色经济高质量发展奠定基础.
Abstract
With the further implementation of the regional coordinated development strategy,the concept of"integrated land-sea planning"has been explicitly proposed.Through examining the relationship between the coordinated development of land-sea spaces and analyzing the cur-rent status of land-sea spatial synergy in the high-quality development of the blue economy in Liaoning Province,it is found that several issues exist:the primary functional planning struggles to effectively align with the overall land-sea spatial layout;marine ecological environ-ment governance fails to keep pace with the rapid development of the marine economy;and land-sea resource allocation does not match the new pattern of land-sea spatial development for high-quality blue economy.To effectively advance the future construction of the blue economic zone in Liaoning,it is imperative to enhance the synergy of land-sea spatial development in terms of the overall land-sea spatial layout,marine ecological environment governance,and land-sea spatial development,thereby laying a solid foundation for the high-quality development of the blue economy in Liaoning.
