新质生产力赋能粮食安全的内在逻辑、关键问题及实践路径

摘要
粮食安全是国家总体安全的基石,保障粮食安全需要新质生产力的赋能.新质生产力以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵,并与"藏粮于地、藏粮于技、藏粮于民"的技术和管理创新路径天然契合.面对土地资源配置不均衡、技术革新步伐跟不上、人才培育体系不完善等关键问题,我国以新质生产力赋能粮食安全的路径选择在于:一是"藏粮于地",通过优化耕地资源配置,创新土地整治方式,践行生态农业发展模式,促进绿色革命;二是"藏粮于技",建立现代化的种子科技创新体系,补齐农业信息化短板,构建以数字技术为核心的农业创新生态系统;三是"藏粮于民",解决农业劳动力技能短板,构建新型职业农民培育体系,确立新型职业农民的主体地位,增强农业劳动力的核心竞争力.通过将新质生产力与保障粮食安全的多维路径相结合,赋予"藏粮于民"新内涵,有助于巩固国家粮食安全,为"端牢中国饭碗"提供坚实的理论依据与政策建议.
Abstract
Food security is the cornerstone of national overall security,and ensuring it requires the empowerment of new productive forc-es.New productive forces,fundamentally characterized by the advancement in labor,means of production,objects of labor,and their op-timal combination,inherently align with the innovative paths of"storing grain in land,storing grain in technology,and storing grain in people".Faced with key issues such as imbalanced allocation of land resources,mismatched pace of technological innovation and inad-equate talent cultivation mechanisms,the path choice for China to empower food security with new quality productive forces lies in:First,"storing grain in the land"involves optimizing the allocation of arable land resources,innovating land remediation methods,and implementing ecological agriculture development models to promote a green revolution.Second,"storing grain in technology"by estab-lishing a modern seed technology innovation system,addressing the shortcomings in agricultural informatization,and constructing an agricultural innovation ecosystem centered around digital technology.Third,"storing grain in people"by addressing the skills gap in the agricultural labor force,building a new vocational farmer training system,enhancing the social status of new vocational farmers,and increasing the core competitiveness of the agricultural labor force.The study combined new quality productive forces with a multidi-mensional approach to ensuring food security,endowing"storing grain in people"with new connotations,thus providing theoretical sup-port and policy recommendations for"China's food supply remains firmly in its own hands"and consolidating food security.
