和谐视域下的城市社区韧性测评方法与实证——以衡阳市云沙诗意小区为例

摘要
在演进韧性与和谐社区相结合的概念基础上,界定了和谐视域下的城市社区韧性概念,构建了和谐视域下城市社区韧性的评价指标和方法体系,并以衡阳市云沙诗意小区为案例进行实证测评.结果显示,云沙诗意小区韧性综合指数为79.37,总体接近强韧性水平,但存在一定的结构性差异,其中环境韧性和经济韧性维度指数分别达到92.77和88.45,呈强韧性,社会韧性、工程韧性和组织韧性相对较弱,各维度指数均在80以下,为较强韧性水平;该小区的最大韧性贡献指标是社会韧性指标"人口密度"和"居民受高等教育人口比例";排位前五的韧性障碍指标是"居民社会关系网规模"、"大型购物广场可达性"和"规章制度保障完备度"、"老人儿童人口比重"和"区域人均GDP".未来小区韧性的提升,除了依赖于区域经济整体发展和周边公共基础设施完善,应进一步强化其内部组织管理,建立社区居民、居委会及物业之间和谐有效的沟通机制,提升小区居民的公民意识、风险意识及其公共事务的志愿参与度.
Abstract
Based on the concept of integrating evolutionary resilience with harmonious communities,this study defines the concept of urban community resilience from a harmonious perspective,constructs an evaluation index and method system for urban community resilience under a harmonious vision,and conducts an empirical evaluation using the Yunsha Poetic Residential Area in Hengyang City as a case study.The results show that the comprehensive resilience index of the Yunsha Poetic Residential Area is 79.37,which is close to a strong resilience level overall but has certain structural differences.The environmental resilience and economic resilience dimensions have indexes of 92.77 and 88.45,respectively,indicating strong resilience.The social resilience,engineering resilience,and organizational resilience are relatively weaker,with each dimension's index below 80,at a stronger resilience level.The most significant resilience contribution indicators for the community are the social resilience indicators"population density"and"proportion of residents with higher education",while the top five resilience obstacle indicators are"size of residents'social networks","accessibility to large shopping malls","completeness of rules and regulations","proportion of elderly and children in the population",and"regional per capita GDP".The future enhancement of the community's resilience should not only rely on the overall development of the regional economy and the improvement of surrounding public infrastructure but also further strengthen its internal organizational management.It is essential to establish a harmonious and effective communication mechanism among community residents,neighborhood committees,and property management,and to enhance the civic awareness,risk awareness,and voluntary participation in public affairs of the community's residents.
