摘要
本文调研了国内外相关领域标准体系的建设和应用现状,介绍了标准体系的构建原则、方法与技术路线,提出了由标准类型、标准类别和共享生命周期三个维度组成的参考模型,以及由基础标准、数据组织、汇交与整合、数据存储、发布与服务、数据利用、评估评价和数据安全8个大类、26个小类组成的海洋科学数据共享标准体系框架,全面覆盖了共享生命周期的关键业务节点,并从统筹构建标准明细表、加强全生命周期关键节点标准规范编制,以及标准宣贯和试点应用等方面提出下一步工作建议.
Abstract
This paper has made a comprehensive research on the establishment and application of standard systems in relevant fields at home and abroad,and introduced the standards systems′ construction principles,methods,and technical route.On this basis,it puts forward a reference model which consists of three dimensions:standard type,standard pattern,and sharing life cycle.It also presents a framework for the standard system of marine science data sharing,which consist of 8 major categories and 26 subcategories:basic standard,data organization,data archive,data storage,publish and services,data utilization,data assessment,and data security.The framework fully covers the key essential nodes of the data sharing life cycle.Finally,some suggestions for the next steps of work are put forward in terms of building a standard sheet,strengthening standard development in the critical node of the life cycle,and publicizing and implementing the standard application.
