摘要
海洋科学数据是认识海洋、经略海洋的基础性战略资源,可有效推动海洋科技创新、促进海洋经济高质量发展.本文以海洋科学数据开放共享为目标,定义海洋科学数据治理概念,构建海洋科学数据治理体系模型和技术框架,提出基于海洋科学数据全生命周期的治理途径,提升海洋科学数据的利用效率和数据价值.
Abstract
Marine scientific data is a fundamental strategic resource for understanding and exploring the ocean,which can effectively drive marine scientific and technological innovation and promote high-quality development of the marine economy.With the goal of open sharing of marine scientific data,define the concept of marine scientific data governance,build the model and technical framework of marine scientific data governance system,propose governance approaches based on the whole life cycle of marine scientific data,and improve the utilization efficiency and data value of marine scientific data.
