上海市"三查一核"海域动态监管方式优化与应用

上海市海域使用监管平台综合采用卫星、无人机遥感、现场巡查等方式对海域使用情况进行监管,明确处置流程,建立"三查一核"监管机制,基本形成了抓早抓小的违法用海管控格局.目前,卫星遥感应用于海域监管的技术仍存在局限性,业务核查数据交互性有待进一步提高.本文从上海市海域监管业务现有问题、监管方式优化、监管技术应用等方面进行讨论,以期为地方海域动态监管工作探索提供参考.
The construction and technical application of Shanghai sea area use supervision platform
The Shanghai sea area use supervision platform comprehensive adopts satellite,unmanned aerial vehicle(UAV)remote sensing,and on-site inspections to supervise the use of sea areas.A robust process encompassing issue detection,processing,rectification,and referral is in place to identify potential illegal activities at an early stage.However,the application of satellite remote sensing technology to sea area supervision still has limitations,and the interaction of business verification data needs to be further improved.This article discusses the existing problems,the optimization of supervision methods and the application of supervision technology in Shanghai sea area supervision,in order to provide reference for the exploration of dynamic supervision in local sea area.
