摘要
宁波市地处我国东部沿海,是我国受海洋灾害影响较严重的地区之一.根据宁波市海洋防灾减灾能力建设需求,本文研发了宁波市海洋防灾减灾情报服务及监测预报分析评估系统.该系统基于B/S架构和数据采集、大语言模型等技术,实现了针对宁波海洋防灾减灾文献检索和传递服务、海洋防灾减灾科技前沿动态推送服务、专题文献情报产品制作、科技查新服务以及可视化展示等功能.该系统的研发弥补了宁波海洋灾害信息传递和防灾减灾辅助决策制定方面的短板,通过业务化运行和升级完善,可以向浙江省以及其他沿海省市的海洋防灾减灾相关机构进行推广使用.
Abstract
Ningbo is located in the east coast of China and is one of the areas with serious marine disasters in China.According to the demand of Ningbo marine disaster prevention and mitigation capacity building,this paper has developed the Ningbo marine disaster prevention and mitigation information service and monitoring,Forecasting analysis and evaluation system.Based on B/S architecture,Scrapy,Large Language Model(LLM),and other technologies,the system realizes the functions of literature retrieval and delivery service for marine disaster prevention and mitigation in Ningbo,scientific and technological frontier dynamic push service for marine disaster prevention and mitigation,thematic literature information product production,sci-tech novelty retrieval service,and visualization display.The development of the system has made up for the shortcomings in Ningbo marine disaster information transmission and disaster prevention and mitigation decision-making.Through operational running and upgrading,the system can be popularized to the marine disaster prevention and mitigation related institutions in Zhejiang Province and other coastal provinces and cities.
