The river chief system is an institutional innovation to improve the water environment governance system and enhance the water environment governance capacity.The evolution of the river chief system is summarized in four stages:germination,stereotyping,diffusion and reinvention.Based on this,analyze the evolution logic of the river chief system from the perspective of historical institu-tionalism:analyze the logic of institutional change from a structural perspective,the river chief system is driven by context,concepts,and subject elements from scratch,and is influenced by context,systems,and subject elements from existing to new.The above-men-tioned elements have led to the innovation of the river chief system from local initialization to national promotion and then to the joint river chief system;analyzing the path of system change from a historical perspective,the path dependence of system diffusion makes the river chief system strengthen continuously,while the key nodes of policy documents prompt the adjustment of the river chief system,and the river chief system is in the form of gradual change.To fully leverage the long-term effectiveness of the river chief system,peo-ple in the future should dare to break path dependence,innovate the system based on reality,and shift towards cross regional integrated governance.
