摘要
政务服务增值化改革,是浙江省委省政府全面贯彻落实"放管服"改革的创造性实践,以增值化改革赋能杭州科技型民营企业发展意义重大.当前杭州科技型民营企业对惠企政策快速精准兑现、市场准入及要素保障的一视同仁、技术创新的集群协同、高质量人才资源的有力支撑、科技成果转化的梗阻破除、政府公共数据的充分开放等问题诉求反映较为集中,需要在政务服务增值化改革中持续攻坚克难.杭州应聚焦政策服务精准高效、公平准入要素支持、融合融入集群发展、人才引育用留并举、科技成果转移转化、公共数据高效共享等方面,通过深化增值化改革,助力杭州科技型民营企业实现高质量发展.
Abstract
The value-added reform of government services is a creative practice of the Zhejiang Provincial Party Committee and Government in fully implementing the"streamlining administration and improving services"reform.Empowering the develop-ment of technology-based private enterprises in Hangzhou through value-added reform is of great significance.At present,pri-vate technology enterprises in Hangzhou have a relatively concentrated demand for quick and accurate implementation of poli-cies that benefit enterprises,equal treatment of market access and factor guarantee,cluster collaboration of technological innova-tion,strong support of high-quality talent resources,elimination of obstacles in the transformation of scientific and technological achievements,and full openness of government public data.It is necessary to continue to overcome difficulties in the value-added reform of government services.Our city should focus on policy services that are precise and efficient,supported by fair ac-cess factors,integrated into cluster development,promoting talent attraction,utilization,and retention,transferring and trans-forming scientific and technological achievements,and efficiently sharing public data.Through deepening value-added reforms,we can help Hangzhou's technology-based private enterprises achieve high-quality development.
