摘要
本文聚焦政策支持、知名度、创新创业环境及服务管理等关键指标,对标北京、上海、广州和义乌四城,分析了在杭外国人才创新创业现状与潜在机遇.研究发现,杭州在政策支持、生活便利度和数字产业优势上表现突出,但相较于北京、上海等城市,在国际化程度、政策创新性和科创实力上仍有差距.为优化杭州的外国人才政策和服务体系,杭州可进一步加强高能级科创平台建设,优化服务管理体系,完善相关政策法规,以营造更加开放包容、富有竞争力的国际人才创新创业环境,进一步提升杭州的全球影响力和竞争力.
Abstract
The paper focuses on key indicators such as policy support,popularity,innovation and entrepreneurship environment and service management,and analyzes the current situation and potential opportunities of innovation and entrepreneurship for foreigners in Hangzhou compared with the four cities of Beijing,Shanghai,Guangzhou and Yiwu.The study found that Hangzhou has outstanding performance in policy support,life convenience and digital industry advantages,but there is still a gap between Beijing and Shanghai in terms of internationalization,policy in-novation and science and technology innovation strength.In order to optimize the foreign talent policy and service system of Hangzhou,Hangzhou can further strengthen the construction of high-level science and technology innova-tion platform,optimize the service management system,improve relevant policies and regulations,so as to create a more open,inclusive and competitive environment for international talent innovation and entrepreneurship,and fur-ther enhance the global influence and competitiveness of Hangzhou.
