The Differentiation of Information Advantages Between Higher and Lower Levels:A Driving Mechanism of Governance Transformation of Multi-level Governments in the Digital Era in China
In the digital era,a new type of governance situation of"the integration of the digital and the real"has emerged,promoting a new model of"shared governance between top and bottom"in China's multi-level government governance.One of the driving mechanisms is the"upward and downward polarization of in-formation superiority".The study has meticulously analyzed the specific content and relationship patterns of the digital information advantages of higher-level governments and the territorial information advantages of low-er-level governments,and found that higher-level governments possess comparative advantages in online be-havioral information,cross-domain associative information,and large-scale information,while lower-level governments excel in behavioral information in physical space,localized associative information,and process-oriented event information.The information superiorities of these two levels are not substitutable,but interde-pendent.Through top-down information calculation,analysis,and dissemination,as well as bottom-up infor-mation collection,verification,and feedback,multilevel governments have formed a dual information circula-tion mechanism that is different from the pre-digital era.The changes in the information circulation mechanism and the complexity of its actual operation caused by the upward and downward polarization of information supe-riority are worthy of high attention and in-depth research from the academic community.
