The Double Embeddedness of Organization-Society and the Ineffectiveness of Vertical Management Reform in Grassroots Judicial Offices
The vertical management reform of judicial offices has been widely implemented throughout the country,but this reform has caused many difficulties in the organizational operation of judicial offices,ulti-mately returning to the mode of territorial management in practice.Previous studies have only explained the in-stitutional choices of territorial or vertical management based on organizational efficiency or governance risks,ignoring the impact of grassroots governance contexts.Research has found that grassroots judicial offices have strong business comprehensiveness,coupled with a lack of organizational resources.The realization of organiza-tional functions requires borrowing the authority of the street to obtain collaboration from other departments,re-lying on the local social relationship network established by staff for a long time.When both organizational and social embeddedness encounter difficulties,the expected goals of vertical management reform in the judiciary are bound to be difficult to achieve.
