Scene theory regulates personal information dissemination through the diversity and difference of scenarios,and argues that the lack of a unified normative framework between the diverse scenarios of per-sonal information dissemination can easily lead to the disconnection of personal information dissemination.In-depth exploration of the nature of the continuity of diverse scenarios dissemination,and seeking for a stable reference system in the dynamic evolution of scenarios is a breakthrough in strengthening the protection of per-sonal information.The uneven quality of big data information,over-identification,and technical errors in scene identification and perception together create the disconnection between scenes.The principle of"scene-purpose coherence"seeks to harmonize the conflict between information and scenes and strengthen the protec-tion of personal information by enhancing the transparency of information dissemination and ensuring the conti-nuity and consistency among different scenes,between scenes and the purpose of information use,and within the purpose of information use.
