经营型治理:新发展阶段乡村振兴中村庄治理的逻辑转向——基于关中西部石头坡村的个案分析

摘要
乡村振兴中所演化出来的经营型治理逐渐成为以经济发展为主导的村庄治理中的一种有效模式.以关中西部一个村庄的个案为研究对象,从乡村经济-政治二维视角出发探析了经营型治理的基本特征和在乡村振兴背景下村庄治理所演化的逻辑转向.研究发现,村庄治理中的人才带动、公司化运作、国家政策的事中支持和针对乡村发展的阶段性任务转向共同形塑经营型治理的村庄治理格局.这种经营型治理对中国的乡村治理产生了一定的影响,具体表现在经济型能人成为村庄的治理主体,经济型治理手段成为村庄的治理方式,经济与政治的互相嵌入成为村庄治理的机制,村庄经济发展成为乡村治理的主要目标.
Abstract
The operational governance that evolved from rural revitalization has gradually become an effective mode of village governance with a focus on economic development.Taking a village in west-ern Guanzhong region as a case study,this paper analyzes the basic characteristics of operational gover-nance and the logic turn in village governance in the context of rural revitalization from the two-dimensional perspectives of rural economy and politics.It is found that the talent-driven governance,the corporatized operation,the national policy support and the shift of tasks in different phases of rural devel-opment in village governance have shaped the pattern of village governance of operational governance.This kind of operational governance has a certain impact on China's rural governance,which is specifi-cally manifested in the fact that economically capable people have become the major entities of village governance,the economic governance means have become the way of village governance,the mutual em-bedding of economy and politics has become the mechanism of village governance,and the development of village economy has become the main goal of village governance.
