The whole process of people's democracy is a theoretical proposition with distinct practi-cal attributes,and the grassroot is an important field of practice for the whole process of people's democ-racy.Therefore,it is necessary to discuss its practical form and operation mechanism based on the practi-cal dimension of grassroots governance.It is found in the case analysis of the"Co-creation"in Hubei Province that the"Five mechanisms"adopted in this practice,namely decision-making after consulta-tion,development in collaboration,construction under joint management,evaluation of outcomes after deliberation,and sharing of achievements,are in essence a process of consultation,decision-making,implementation,management and supervision with the people in the dominant position,which imple-ments the institutional arrangement and participatory practice of the people as masters of their own coun-try and takes on the practice form of the whole process of people's democracy at the grassroots level.The case of the"Co-creation"campaign shows that the operation mechanism of the whole process of people's democracy at the grassroots level lies in upholding the Party's leadership as the fundamental guarantee,the value of the people playing the dominant roles,improvement of people's livelihood as the target,urban and rural communities as the field of practice,and the people's autonomy as the procedural system.The people's democratic operation of the whole process of the"Five Mechanisms"at the grass-roots level has realized the complementary and integrated construction of democracy and improvement of people's livelihood,as well as the organic combination and functional interaction of democracy and gov-ernance in terms of governance effectiveness.
