The work of funding for students in colleges and universities is of great significance in ensuring equal educational opportunities.However,there are problems with the legalization of funding for students in colleges and universities currently,such as low legal status,lack of specialized laws and strong policy color.It is urgent to achieve a transition from"policy led"to"legal basis".The article reviews the process of legalization of funding for students in colleges and universities of China,elaborates on the legislative experience of some developed countries in education funding,explores the legislation of funding for students in colleges and universities,and the construction of legal sys-tem for education funding from the aspects of strengthening legislative concepts,clarifying legal nature and exploring legal forms.
