This paper describes the decentralized and immutable characteristics of blockchain technology,which have been widely applied in the field of government affairs,but have brought a series of challenges to blockchain regulation.It designs and builds a government blockchain BaaS platform,providing unified interfaces,unified supervision,and unified services.
