Evaluation of Civil Aviation Ombudsman Training Effectiveness Based on DEMATEL and SE-DEA
In order to optimize the training model,improve the safety supervision ability of inspectors and reduce the probabil-ity of various unsafe incidents in civil aviation,a training model with"job competency orientation"as the core is gradually formed.Firstly,the initial job competency model is constructed based on"one quality and three abilities",then the index screening and model validation are combined with SPSS and AMOS,the influence relationship between the indexes is explored and the weights are improved by using DEMATEL method,and finally the SE-DEA method is applied to test whether the current training curriculum is reasonable and evaluate it.The results show that the constructed job competency has 15 indicators with good validity and reliability,political quality and management ability have more influence on rule of law ability and business ability,and the biggest influence on the competency model is business ability.After the training,75% of the inspectors'job competency have been effectively improved,meeting the expectation of strengthening the grassroots security capacity building,while indicating that the current training curricu-lum still needs further improvement.
