By analyzing the influencing factors of airspace operation safety,a collision risk model in the controlled airspace based on operation safety is established.Based on this model,this paper uses the relationship between the control load and the flight flow and the relationship between the airspace safety level and the flight flow,and uses numerical analysis and curve fitting methods to establish the relationship between the control load and the airspace safety risk level,and designs a safety assessment method for airspace use based on the control load.
