为优化区域防空作战中对重点保卫目标的选择策略,提升其决策过程的准确性与科学性,论文基于防空作战观察、定位、决策和行动(OODA)循环过程,从各环节深入分析了区域防空重点保卫目标的重要性。通过构建防空保卫目标重要程度指标模型,从目标价值、保卫迫切程度、目标易损性及目标恢复性四个维度全面考量防空保卫目标的重要程度。利用网络层次分析法(ANP)精准捕捉并量化作战指挥员的倾向性意见,同时借助超级决策软件Super Decisions进行指标权重的科学分配,显著增强了指标赋权的合理性与精确性。通过实例分析验证,该指标模型不仅具有可行性和准确性,而且为防空作战中重点保卫目标的优选提供了坚实可靠的理论依据与实践参考,有助于确保有限防空资源的合理配置与高效利用。
Analysis of the Importance of Regional Air Defense Targets and Optimization Method Based on ANP
In order to optimize the selection strategy of key defense targets in regional air defense operations and improve the accuracy and scientificity of the decision-making process,this article analyzes the importance of key defense targets in regional air defense from each link based on the observation,positioning,decision-making,and action(OODA)cycle of air defense opera-tions.By constructing an indicator model for the importance of air defense targets,the importance of air defense targets is compre-hensively considered from four dimensions:target value,urgency of defense,target vulnerability,and target recoverability.The use of Analytic Hierarchy Process(ANP)to accurately capture and quantify the biased opinions of combat commanders,while utilizing Super Decisions software for scientific allocation of indicator weights,significantly enhances the rationality and accuracy of indica-tor weighting.Through case analysis and verification,this indicator model not only has feasibility and accuracy,but also provides a solid and reliable theoretical basis and practical reference for the optimal selection of key defense targets in air defense operations,which helps to ensure the rational allocation and efficient utilization of limited air defense resources.
