摘要

随着无人机技术的飞速发展,无人机在各领域的应用日益普及,但伴随而来的是与其运行安全相关的潜在风险.论文旨在构建一种全面的无人机运行安全风险评估体系,以提高无人机运行的安全性和可靠性.通过深入分析无人机运行过程中的关键因素,包括飞行环境、技术性能、空中交通管理等,建立了多层次无人机风险评估四阶段模型,从而有效地识别和评估潜在风险.该模型可应用于无人机飞行前许可.最后,论文提出了针对不同风险情景的安全措施和建议,旨在为无人机运营提供科学合理的风险管理策略.

Abstract

With the rapid development of the UAV technology,the application of the UAVs in various fields is becoming in-creasingly widespread.However,accompanying this trend are potential safety risks associated with their operation.This paper aims to construct a comprehensive risk assessment framework for the safe operation of the UAVs,with the goal of enhancing the safety and reliability of the UAV operations.Through in-depth analysis of key factors in the the UAV operation process,including flight environment,technical performance,and air traffic management,a multi-level four-stage model for the UAV risk assessment is es-tablished.The application of this model extends to the UAV pre-flight permissions and insurance.Finally,the paper proposes safety measures and recommendations tailored to different risk scenarios,aiming to provide scientifically sound risk management strategies for the UAV operations.
