An Analysis of the Policy Value of The Medium and Long-term Plan for Non-Tertiary Education in the Macao Special Administrative Region(2021-2030)
As a new blueprint for non-tertiary education in Macao,The Medium and Long-term Plan for Non-Tertiary Education in the Macao Special Administrative Region(2021-2030)carries value in the policy content and policy process and has important guiding role and analytical significance.Through the value analysis of the plan from the three fundamental dimensions of value selection,legitimacy and effectiveness,it is found that the plan reflects the justice of the orientation of educational equity,the value of human development,the national orientation of"patriotism and love for Macao"and the localization characteristics.At the same time,it obtains legitimacy through the procedure of democratic participation and problem-oriented strategy.The measures are highly consistent with the objectives and obtain effectiveness,but there is still room for improvement.
