Global Governance Pattern and Practice Approach of Drug Prevention Education Policy for Youth in Crisis and Change
In the context of the increasingly severe impact of the international drug crisis on young people,international organizations led by the United Nations Office on Drugs and Crime have established a new development paradigm with sustainable development as the goal,policies as the fulcrum,and education as the key means of governance to leverage global education reform.Based on the multi-source theory as the analytical framework,this paper analyzes that international organizations take ideas and policies as the internal driving force,and take"prevention first,scientific intervention,education first,and sustainable development"as the principle,to establish a new pattern of juvenile drug crisis management,and to comprehensively demonstrate the framework and practice path of international organizations in constructing drug prevention.Based on the perspective of international comparison,a high-quality drug prevention education system with Chinese characteristics and in line with the United Nations should be built.
