新时代城乡义务教育优质均衡发展的实践理路

党的二十大报告强调"加快义务教育优质均衡发展和城乡一体化",明确了新时代我国义务教育发展的战略任务.研究基于新时代背景,厘清推进城乡义务教育优质均衡发展中应坚持的实践路径,对城乡义务教育优质均衡发展的价值意蕴作出系统阐释,对现实中常见的认知和实践偏差进行深入辨析.研究认为,新时代城乡义务教育优质均衡发展是乡村振兴背景下的城乡一体化发展,是公平与质量相统一的发展,是以人的全面发展为旨归的发展,应注重学生个性和学校特色的发展.因此,不能忽视乡村振兴大背景,将城乡一体化发展视为单纯的教育缩差;不可割裂质量与公平关联,无视教育整体高质量发展而将新时代公平水准降格;不应背离人的全面发展宗旨,走实用功利的应试淘汰的老路;不宜刻板化理解优质均衡,忽视学生个性和学校特色发展.应更加重视推进城乡义务教育一体融合发展,促成城乡义务教育整体高质量发展,促进学生全面而有个性的发展,推动学校的多样特色发展.
The Practice of High-quality and Balanced Development of Urban and Rural Compulsory Education in the New Era
The report of the Party's 20th National Congress stressed:"Accelerate the high-quality and balanced development of compulsory education and the integration of urban and rural areas",which clarified the strategic task of the development of compulsory education in China in the new era.Based on the background of the new era,the research clarifies the practical path that should be adhered to in promoting the high-quality and balanced development of urban and rural compulsory education,makes a systematic explanation of the value implication of the high-quality and balanced development of urban and rural compulsory education,and makes an in-depth analysis of the common cognitive and practical deviations in reality.It is believed that the high-quality and balanced development of urban and rural compulsory education in the new era is the urban-rural integration development under the background of rural revitalization,the development of fairness and quality,the development of the overall development of people,and the development of students'personality and school characteristics.Therefore,we should not ignore the background of rural revitalization and regard the integrated development of urban and rural areas as a simple education reduction.We should not separate the relationship between quality and equity,ignore the overall high-quality development of education and degrade the level of equity in the new era.We should not deviate from the purpose of all-round development of human beings and take the old road of exam-oriented elimination of practical utility;It is not appropriate to stereotype the understanding of quality balance and neglect the development of students'personality and school characteristics.Meanwhile,the research suggests that more attention should be placed on promoting the integrated development of urban and rural compulsory education,on promoting the overall high-quality development of urban and rural compulsory education,on promoting the comprehensive and personalized development of students,and on promoting the development of diverse characteristics of schools.
