Research on Promoting Joint Governance in Universities under the Background of Public Health Emergencies——Taking"Double First-Class"university N as an example
The outbreak of public health emergencies has restructured the governance system of Chinese univer-sities,leading to the development of a collaborative governance model centered on the Party committee,which breaks away from the theoretical constraints of western"multi-center governance."This study aims to explore practical paths for constructing a collaborative governance system and enhancing governance capabilities in universi-ties.Under the background of"Double First-Class"(world-class universities and first-class disciplines)de-velopment and emergency management,this study tracked the entire COVID-19 response process at University N.Based on this,we summarized the collaborative epidemic prevention model of University N and proposed improve-ment strategies.The study found that University N effectively addressed emergencies,prevented risk diffusion,and resolved potential crises through the guidance of Party-administration integration,flexible governance as the approach,and"one-center with multiple branches"participation as the driving force.However,deficiencies exposed in routine governance accumulated during crises,leading to reduced student satisfaction.Therefore,it is crucial to strengthen the fundamental support system on campus,improve the capacity and quality of logistical services,and maximize the effectiveness of collaborative governance.
