摘要
推进基础设施不动产投资信托基金(REITs)项目建设,是资本市场服务实体经济、服务高质量发展的重要举措.当前,REITs试点正在加快推进,但从发行的项目看,主要集中在北上广深及东部沿海省会城市,其他地级城市则很少成功发行.那么普通地级市发行REITs的难点在哪里?未来发展前景如何?本文以江苏省苏中城市泰州市为例,采用项目实地调研、主管部门座谈、中介机构电话访谈相结合的方式,对泰州推进REITs试点建设进行深入调研,探求非一线重点城市推进REITs试点建设过程中存在的难点、趋势及对策,以期为其他地区REITs试点建设提供借鉴.
Abstract
Promoting the construction of infrastructure real estate investment trust(REITs)projects is an important measure for the capital market to serve the real economy and high-quality development.At present,the pilot of REITs is accelerating,but from the perspective of the issued projects,they are mainly concentrated in the provincial capitals of Beijing,Shanghai,Guangzhou,Shenzhen,and the eastern coastal areas,with few successful issuances in other prefecture level cities.So what are the difficulties in issuing RE-ITs in ordinary prefecture level cities?What are the future development prospects?This article takes Taizhou,a city in central Jiang-su Province,as an example,and uses a combination of project field research,discussions with supervisory departments,and telephone interviews with intermediary agencies to conduct in-depth research on Taizhou's promotion of REITs pilot construction.It explores the difficulties,trends,and countermeasures in the process of promoting REITs pilot construction in non first tier key cities,in order to provide reference for REITs pilot construction in other regions.
