Research on the Impact of Major Infrastructure Projects on Local Fiscal Revenue and Expenditure and Countermeasures——A Case Study of the Construction of Jiaozuo Section of the Middle Route of the South-to-North Water Diversion Project
Based on a large number of current investigations in recent years,this paper analyzes the impact of the construction of Jiaozuo Section of the Middle Route of the South-to-North Water Transfer Project on local financial revenue and expenditure from the perspectives of economy and society,urban construction planning and natural environment,and finds out the financial expenditure burden related to the late construction and daily maintenance caused by the project.Countermeasures and suggestions such as making full use of high-quality water sources,developing the economic belt along the South-to-North Water Diversion project,tapping the IP economic and cultural potential of the South-to-North Water Diversion project and actively striving for higher level funding policies are put forward in order to promote the solution of the financial burden of the middle route of the South-to-North Water Diversion project,and meanwhile provide useful thinking and reference for the construction of other major infrastructure projects.
