我国规模化发展公共机构合同能源管理的研究——以天津市滨海新区为例

摘要
公共机构是建筑领域节能降碳和政府发挥自身节能降碳作用的重要领域.结合在天津市滨海新区公共机构能耗及碳排放底数,分析发展合同能源管理环境和存在不足,结合滨海新区公共机构合同能源管理项目典型案例,提出滨海新区公共机构合同能源管理规模化的具体建议.以2022年度滨海新区公共机构能源费用、能源消耗量为测算基础,按节费率5%、节能率10%的节约比例实施能源费用托管后,每年可节约费用2 702.49万元,节省标准煤12 042.03 t,减少碳排放26 262.92 t、二氧化硫排放790.26 t、氮氧化物排放395.13 t.
Abstract
Public institutions are an important field in the construction sector for energy conservation,emission reduction,and for the government to play its role in energy conservation and emission reduction.Based on the energy consumption and carbon emission baseline of public institutions in Binhai New District,Tianjin,and an analysis of the environment and shortcomings in the development of contract energy management,the paper analyzes typical cases of contract energy management projects in public institutions in Binhai New District and puts forward specific suggestions for the large-scale development of contract energy management in public institutions there.Based on the energy costs and consumption of public institutions in Binhai New District for the year 2022,and implementing energy cost management with a saving rate of 5%and an energy saving rate of 10%,it is estimated that an annual saving of 27.024 9 million yuan can be achieved,along with a reduction of 12 042.03 t of standard coal,26 262.92 t of carbon emissions,790.26 t of sulfur dioxide emissions,and 395.13 t of nitrogen oxide emissions.
